I think this is very important. The hull to deck connection is highly stressed in any boat. Because of the lack of access to the interior of the sheer (the Pygmy syringe-on-a-stick method of applying a bead of epoxy to the interior of the sheer connection is rather hit or miss), the overlap on the exterior is the main connection between the deck and the hull. I would not leave it off.
