Skeg or rudder - they both become more effective the further they are placed from the center of rotation of the boat (where as a centerboard, designed to limit lateral movement, is placed at the center of rotation so the boat can easily turn but will not slid sideways through the water). As a result maximum effectiveness comes with the rudder hanging off the stern, but as I mentioned this can be ineffective in waves as the stern lifts out of the water. My intent would be to place the rudder within ~18" of the stern - losing only a small amount of effectiveness - therefore still usefull as a rudder.
