Pedal system

Last summer I saw a commercially made kayak with a rudder pedal system that has fixed foot pedals with toe pedals that swivel on the pedal axis to move the rudder.I was told that they will not sell the system.Does anyone know how this is built or have a set of plans .I can make the metal work-I have a machine shop.Thanks, Jerry
