I was thinking more of the distress situation in regard to the strobe. If everything is fine, then I think that reflective/visible paddle blades and a colorful top are the best bets. If you are paddling at night I would think that a headlamp (I think Niterider has been advertising in Sea Kayaker magazine--great lights!) and a red "bikelight" (these can either flash or be set on "on") would be effective. I can't speak to the Coast Guard requirements (which probably would prefer red/green running lights). I can't think that installed running lights will ever become standard on kayaks.
