I'll assume you are asking about a seakayaking paddle. So my experience may not apply. However...
I just refinished my Backlund Whitewater kayak paddle, using the same techniques Keith Backlund uses when he makes them.
The blade gets a sheet of glass on each side. The edges get Dynel. The whole paddle including the shaft gets a coat of epoxy (West Systems 207). Then the blade gets two coats of Polyurethane. Obviously, a whitewater paddle needs more protection against dings.
I don't get blisters. But then again, I have pretty calloused hands.
