No, probably not. It is somewhat more difficult to attach them to both because it is really hard to get fiberglass behind the plate when the deck and hull are connected. It is easier to do this to the deck while it is not attached to the hull.
Attaching the cheek plate to the hull can also create a hard point on the hull which will increase the stress when you run over stuff. I have not had any problems with this exact problem, but I have experienced problems where the stiffness of the hull changes significantly due to other causes.
