I sounds like what your asking about is really just "filling the weave". Sometimes it takes quite a few coats to fill it. Once the epoxy is hard, you can scrub it clean of blush with soap and water and give it a light sanding. You can also give it a wet sanding while you do this scrubing. that will remove some of the epoxy build that is on top of the weave makeing it easier to fill the weave. Always make sure you remove the blush or fill between coats when the epoxy is not fully hardened.
