This technique will sometimes make the epoxy relatively hard, but under no circumstances will it ever come up to published specifications if the ratio is off this far (3:1 actual vs. 2:1 by specification) If it is just a filler, it may be OK, but for any structural application I would tear it out and do it over. Industry sources pretty much agree that 90% of all epoxy problems are from inaccurate metering and mixing, so a little extra care at that stage can prevent lots of headaches downstream.
