It looks like the forward deck of a Greenley kayak. I'll go along with the notched squeegee idea. You used the squeegee to put a controlled amount of epoxy on the wood before dry cloth was put down. The photo shows the operation after the epoxy and glass were put on, but before the glass was squeegeed out. There are still wet and dry streaks in the cloth at this stage.
