Epoxy Cure Time VS Recoat before Amine Blush

If the cure time of the epoxy is retarded due to the colder temperatures does this also give you a longer time that one can recoat without the problems of amine blush and if so how can you tell if it is still ok to recoat ie - if the epoxy is still tacky is it OK ??
