As a follow up, 24 hours after spritzing with water, it finally became tack free. I checked the tube and it says " A one part polyurethane that chemically reacts with moisture to deliver strong, flexible bond..."
The example given for the 7 day cure time is 77 degrees at 50% relative humidity.
