Wayne, Maybe you just have not sanded enough yet to get all the craters (shiny spots) sanded out. Try a small area hand sanding to see it you can remove the shiny spots or if you are going to hit the glass. You may find that a good sanding to knock down the high spots followed by a thin coat rolled on may help level things so your final sanding make a smooth surface. I prefer to wet sand to get the final finish before varnish. It seems to get rid of the shiny spots as well as the power sanding scratches. I use wet-dry sand paper (by hand) wrapped around a foam block with a hose running on the surface while sanding. This gives a nice dull smooth finish that is ready for varnish. I use the same method between varnish coats.
