Shawn, I have flush hatches but the nylon loops are so I dont lose the hatch while traveling or if it pops in a capsize. my hatches are held down with bungie. The way I make my nylon loops is wet out rope, let it stiffen a couple hours. Form it into the loop shape with a couple of feet so that it looks like a plastic padeye. I then punch 2 holes through a piece of glass tape, feed the feet through the holes and wet the glass and attach to boat with a little thickened epoxy to fill the area where the tape is over the cord (feet). If you dont use thickened epoxy you will get air bubbles under the tape where the cord is (feet). You can make the loop as big or small as you want.
