You could always start small and be very selective of your "clientele". There might be people looking for secure slips where they could keep their yacht, but aren't looking for a lot of socializing, thus eliminating the need for a yacht club/bar/bait store, etc. (at least early on) You could also weed out the 454 pumpers!

You know, you could also build a small steel shed for people to store their canoes/kayaks/rowboats/jonboats for weekend use. I know the part I hate most about having a wooden kayak is worrying when I'm cartopping it. If I had a place to store it on a lake where I like to paddle it, I would.
