I would fully recommend the bulkheads. Between positive flotation air chambers and boosted structural strength, they are a good thing, imo.

Hatches are different. I personally do not care for deck mounted hatches. Prone to leaks, can be difficult to make, screw up lines, etc. God help you if one blows off at sea during inclemint weather. I prefer bulkhead hatches myself. More watertight, easier to make, out of the water, etc. Again, my opinion only.
