Hi Dan,
I agree with Shawn. I just finished that step last week and did the same as you, creating a full length blank first. I didn't need to scarf on the bottom panels though. I don't know if you're planning on stitching with zip-ties or wire, but I used ties. They are really quick, but you can't push them flat with the tip of a screwdriver (before filleting) like they suggest you do with copper wire. I found that I had to make the fillet a little thicker than I imagine I would with copper wire.
Can you let us know what you decide with the rudder issue, I was going to post the same question. If you install it, let us know how it goes etc.
