On my last boat I did the following and have been pleased; Cut 5/16" copper tubing into pieces about 3/4" long. One end is flared. A length of 1/8" Spectra line long enough to create a loop is doubled and knoted under the flared end. Fill the tubing with silicone or thickened epoxy. A 5/16" hole is drilled in the deck and a ball of thickened epoxy is used around the underside of the deck and tubing to secure it in place. The flare creates a good place for the knotted line to rest against. Once the epoxy is set the flare as well as the bond to the tubing make the loop very resistant to pulling out of the deck. Put your bungee or deck lines through the loop and you have a soft, low profile attachment point.
