If the strands are sticking up free of the surface, knock them off with a scraper. For strands bonded to the surface you can also scrape them a little. Do one fill coat before trying to remove them completely. Then you can sand into them. Give the exposed fiberglass another coat of epoxy before doing the final finish sanding prior to varnishing.
Use a roller and brush to apply filler coats and a roller or squeegee for the final surface coat.
