Internal Deck Bungies?

I am about ready to fit out my boat. I remember reading(w/ pictures) some information about someone who installed their deck bungies internally. They drilled a small hole, pulled the bungie through and when the bungie went slack it seals the holes. Has anyone tried this? How water tight is this? (leaks like a sieve, tighter than most hatches, water proof) I am thinking about experimenting with the idea to see if it has merit. Does anyone know of a web site where I might have seen this idea?
