Sounds like it will work fine as long as the bungee is relaxed. But what happens when you stow a paddle, or other gear, under the bungie and it stretches a bit? It's diameter decreases and you get the possibility of leaks as the stretched bungee no long plugs the hole.
I suppose this is a matter of degree, but the more you use the bungee, or the more gear you must hold, the less water-tight the holes the bungees pass through.
Just a thought.
