The order you are doing it in is fine. There is nothing wrong with it. After you have installed the coaming in the regular way, just glass it in place. Cut some bias (diagonal) strips of fiberglass about 10 cm wide. And have about 3 to 4 cm overlap onto the deck with the rest going up onto the coaming.
Yes the deck should be sanded before applying this fiberglass.
