Brian, I built one when that issue came out. If I were to do it again I'd use 3mm or 4mm okume, and glass inside and out, and probably stitch the seams. I'd guess $300-$400 total.
It will not hold two paddlers. I had to add a skeg to use it in any wind at all. Nice setup for quiet water, trout fishing. I fixed it up and gave it to my dad. It was easy to make, and both wife and son want another, so I probably will put one together.
You might do well to look at the "Sweet Dream" canoe. If I remember right, a Pettingill design in tortured ply, gives a similar use boat for two people. A little more time and cost.
