Seattle Fabrics has an enormouse assortment of outdoor fabrics, like goretex, ballistic nylon, neoprene, Sunbrella, etc. They also have a huge assortment of patterns for outdoor stuff like parkas, backpacks, etc. It seems like a pattern for a jacket could be easily adapted, and they have all the materials and accessories. It would be worth a call to them at 206.525.0670. Ask them for their plans for dry bags and neoprene spray skirts too.
