One comment you made in your post may be part of the answer. You mentioned that it was stored under a tarp in ... heat. Heat is a major problem for epoxy. Given too much of it and it will soften and then ... who knows what.

One way to partially fix the cause is to protect the boat from the rays of the sun but allow air to circulate around the boat.
