Theoretically, you could take any substance that will soak into fiberglass and become hard as your resin. Obviously, you want something waterproof and with fairly good strength characteristics. He could try various kinds of paint. There is probably nothing as good as epoxy, but if he is willing to take a trade-off for being green...
He is probably best off using some other construction technique all together. There was a time canoes and surfboards were made w/o epoxy of polyester.
