Those frosty areas will not re-wet out. You'll have to sand them out (down to the epoxy coat) and glass in a patch. Once it's all wet out and sanded it will dissappear .
You're making a huge, huge mistake by not wetting the entire boat at once. Your asking for more of the same problem where the hardended glass/epoxy meets the new fresh wet out. Call in sick to work and do it. You can do a dinghie in an hour minus the time for set up and clean up. Get a helper if you have to.
Lay the epoxy on. Let is soak out the cloth good. Then squeege off the excess in about 15 minutes, making a close contact of glass and the under surface.
If you fill the weave, - same thing. Do it all at once.
