A couple things. First, you MAY be sanding a bit too aggresively. You should 'rough' it with a courser grit and work progressively toward finer grits. Minor 'shiny' spots may be left on. After each coat of varnish you are also sanding. If the 'shiny' spots are not too deep they will self level and the finished product will be what you are looking for.
