Sanding and epoxy questions

I am building a Pygmy GE13- have no woodworking or mechanical skills whatsoever. So my questions may seem simple, and simple, non-technical advise would be appreciated. I am about ready to be sanding all the seams (and the epoxy drips!)to make sure that I have a smooth, rounded surface for laying the fiberglass. What should I be using for sanding- by hand, a palm sander? Also what kind of sandpaper?

Regarding epoxy, I am using gloves whenever mixing and applying, but what about when pulling wires? The epoxy is hard but still "green" (at least I think so.) At what point is it no longer necesaary to be using gloves? Thanks.
