With System Three epoxy you can apply over the "blush" as long as it it between 12 and 72 hours after the previous coat. They say in their literature that it assists in the bonding during that time frame. After the 72 hours is up sanding is required to apply additional coats. This said you do not want to sand into your glass, as this will weaken the boat. Check the literature from the epoxy manufacturer!
