john, you could use bungies as tie downs with a hatch. you might ensure that the fit is snug by having the hatch ribs nest right inside the hole against the deck.

haven't done this but have seen it done different ways: some kind of cam locks on the outside edges or a single screw pulling through the hatch onto a horizontal piece pulling up under the deck.
