Varnish Curing over Epoxy

I just got back from a week's vacation and found the varnish I applied on the inside of the Deck never cured. I used a Clean Air Forumla type Satin varnish ($35/gallon. Not too cheap but not high end varnish either) on the Deck interior to just finish off the sanding marks. Now I have to wipe off the varnish with mineral spirits. The epoxy was fully cured for over a week before I applied the varnish. Does anyone know why some varnish can not cure over epoxy (System 3 epoxy in this case)? I am using Epitanes Varnish on the exterior Hull/Deck so I do not expect problems but I do plan to "test" the varnish first.
