Epoxy will stick to polyester or vinylester. Polyester will only "stick to" polyester. It's likely that the boat was made with polyester resin--you can do the repair with either polyester or epoxy. Epoxy will be a bit stronger, and a bit more damage-resistant, but more expensive (unless you already have it). If you do the repair with polyester, you can do another repair there with polyester. If you do the repair with epoxy, then any subsequent repairs in that area will have to be done with epoxy.
