I am planning my next kayak project. I am considering trying to make a propulsion/rudder system that would allow me to move and guide the boat with my feet (hands-free and paddle in a holder). The intent is not to be able to reach high speed but to be able the control the boat and move at low speed while my hands are busy fishing. I am considering an arrangement similar to a fold-up rudder, except that the rudder would be made of something flexible (like a swim fin for snorkeling) that would propel the boat (hopefully) when moved by pushing pedals.

Has anyone seen or tried something like this? Any suggestions on what would and wouldn't work?
