Hi Steve,

In the October 96 issue (that's 1996 not 2096) of WoodenBoat Magazine, there is an article about a boatbuilder named Harry Bryan. The article is mainly about him, but there is a 2 page inset about his construction of the Fiddlehead Canoe to which he added a flexible fin for footpowered propulsion. It looks just like what you are describing.
