West does not recommend using 206 hardner for clear coating applications. It would be fine on the inside (no UV) but not the best choice for the outside. But, the 206 will work on the outside - many a canoe has been clear coated with 206. I would be a little concerned about clouding. The 207 has additional UV inhibitors, but still needs a varnish topcoat.

Actually not as significant as it first appears - it is more expensive, but based on local (Halifax, NS) prices for a B-pack (in Canuck Bucks):
105/206 - 1.20 Gal Total - $125.90 or $105/gal
105/207 - 1.31 Gal Total - $149.90 or $114/gal

If you using West System, I would recommend you at least go with the 207 for the outside. There are a LOT of hours invested in a kayak - too many in my opinion to risk potential clouding down the line because you used a product in an application that the manufacturer does not recommend.
