Thanks - I think this may be the key. Both my original can (DAP Weldwood Contact Cement) and my new can (Elmer's Contact Cement) are 'non-flammable' and 'easy water cleanup'. Both also 'water resistant when dry', but I guess not as near water-proof as I had hoped.

I plan to locate some of the flammable stuff or one of the other recommended products and restick my padding with that as it comes apart.
