Adding rubrails only serves to widen your boat and make it even easier to whack your knuckles as you paddle.
If you wrap the 'glass about an inch past the shear to add some strength to the hull/deck joint, pay particular attention to this area when you work with epoxy so as not to leave air bubbles (as I got in spots on my Pygmy.)
Wood will fail in tension before it fails in compression, therefore it would be more adventagious to 'glass the outside of the deck, which is in tension. I don't think I'd bother with the underside, which is in compression.
