If you hunt around the bulletin board and his web site I believe you can get some hints on George’s system. Here is what I have gleaned from a posting he did about 2 months ago where he did talk about how to lighten a boat.
Don't worry about using carpenters glue to bond the strips. The resulting bond from carpenter's glue is stronger than the surrounding wood. This is from Nick’s book.
From both Georges postings and from other sites I have found that the setup speed of epoxy influences the final strength. Slow slow setups in dry environments makes a stronger bond. System Three makes an epoxy called "Clear Coat." Their literature comments that the cure time is slow but it results in a very strong bond.
He does appear to use a thinner strip I am guessing 3/16 in. This is based on the 5 Lb. he is saving against a 20 starting weight for the wood. Notice that he also talks about saving as much as 10 Lb. on the wood. This would imply a 1/8 in. strip. You might also note that I have seen comments from him about using heavier (but stronger) plywood for the keel strips. J. P. Scheib is correct though making the strips thinner reduces the effectiveness of the two outside fiber glass layers. However I suspect George makes up for this with a better glassing system. If you read between the lines of his posts, you will see that that is the crux of what he has been advocating.
