Build a model. good scales are 1:10 ( if your figures are metric or decimal) and 1:12 ( an inch = a foot). You can use inexpensive mat board for the frames, a yardstick ( meter stick) for the strongback. Cut the frames with an X-acto knife and use fine sandpaper on a block to smooth things. Strips can be cut from Index or Bristol stock. A couple sheets from the art store will set you back no more than $3. Use a straightedge and knife to cut the paper strips. I' make them about 1/4 inch wide to start, and trim them down where needed. This is about the same as using 3 inch wide strips of wood, (at 1:12) but working with narrower stuff could be a pain. You could also use very thin balsa wood( expensive)

Some people just build the forms and then cover them with fabric and paint that to stiffen it - like they do with model airplanes. Otherwise, you can cover your paper model with a layer of a cheap fabric, like muslin , and paint, varnish or lacquer it to waterproof it.

Elmer's white glue ( used VERY sparingly) is the adhesive of choice. Straight pins or dabs of tape hold the 'strips' in place until the glue sets.

Once constructed, depending on the scale it should hold 1/10 or 1/12 of the estimated paddler's weight Put the boat in your bathtub, get a sandbag or some SCUBA weights (about 15 pounds?). and move them around to find the best position for your cockpit and the paddler. the paint isn't very good for waterproofing , so don't leave the boat in the tub too long. If you like the way this works, take your measurements right off the model. If it looks ungainly, or is not stable, build another, better model.
