The plastic ones are called 'Keepers' and I believe are made by Perception kayaks, so any kayak shop that sells Perception boats should have (or at least should be able to order) these footbraces. I got mine at a local paddle shop.

Pygmy Boats includes them with thier kits and also sells them seperately. http://www.pygmyboats.com
