Hi there.
Sounds like you're referring to a Shinto file, made in Japan. (Have you been to a Paul Ford lecture?) They come configured with a handle like a regular file as well as with a two-handed offset handle.
In the Seattle area you can get them at Hardwick's, which is in the U District. You may be able to find them at places like Harbor Freight.
