I read all the answers up to this point and like the one about making the cross drilled hole in the bow and stern endpours do double duty the best. Perhaps you could make a small loop, in addition to the toggles, that runs through this hole to be the anchor for the deck line at the ends of the boat. I would keep my materials soft, I myself don't like the hard in hardware on the deck of the boat.

The only idea I didn't see represented was the use of toggle bolt, or molly bolts. You know, the spring loaded hinged winged nuts used to hold bolts in inacessible places. The required hole might look kinda big at first, but you could flood it with epoxy afterward. It'd be in there for permanent sure then.
