Hey Pete, I forgot; which GPS do you have? I'm considering the Garmin GPS 12.
How about a clear Pelican box? Obviously, this would be an approach that says,"I don't trust the manufacturer's definition of waterproof" but it would work. You could strap it, or a clear waterproof bag, to the near end of a deck bag. Of course, that would also involve the purchase of a deck bag.
How about a big chart case? Put the chart and GPS in the case, and roll 'er tight. Mount the chart case by the top so that it flops down over the front end of your sprayskirt so that it sits in your lap, so to speak. This way you'd have the chart and the GPS handy. It would be close enough below your eyes that the screen would be readable, although glare might be a problem. The chart case should also be about as flexible as the clear waterproof bag, so operating the buttons wouldn't be too bad.

Ask them why "waterproof" isn't really waterproof!

Well, as long as they keep exchanging your unit, they must believe it to be waterproof. Maybe they'll get tired of fixing what's supposedly waterproof and give you one of the ones that's truly waterproof.
