Might try running it over a jointer to get it true on all sides, then as Randy suggested, glue on additional wood if the thickness is needed.
Some ideas: -Make sure the wood has stabilized regarding it's moisture content
-Allow for a little warping to be fixed after glue up
-If you use more than one stip cut from the same board, alternate the top and bottom....( suppose you have a 3ply shaft of sassafrass, ash, sassafrass flip one of the peices of sassy so that the top and bottom surfaces of the strips are opposed) This will help to offset any tendancy to warp.
One problem you might run into with fixing the shaft you have now is that if you have to remove much material, the laminations will be taperd unusually due to removing the warp. Although you might be able to cover this with the additional wood added?? Good luck Bart
