If there will be bulkheads anyway, why not cut them from 4mm plywood using the form drawings? Then, by cutting the middle out and leaving an inch or so, you would have a permanent "form" to help align the hull and deck. Just glass to either side of it, and then after assembly the permenent bulkhead would attach to the "frame". It could even be removable.
