Don, Sounds like Nick is right. You just may be feeding too fast. The bit sounds like it is sharp enough, but, you may ask Ed if they hone them or get them honed before packaging. Another thing to watch out for is grain direction. I don't have the capability to draw a picture, but, if you look at the pieces, there is usually a direction which the grain points. Maybe not so easy to tell with such small pieces. With high speed bits, you want to try to cut in the direction of the grain. If you can tell, feed the piece into the bit with the grain pointing at you. Then, there is always the chance you just got wood that's got odd-ball or loose grain. ???? I've seen that happen. If the grain is turning toward the edges of the piece, it would have a tendency to chip out. First try to slow the feed speed down. If you've seen a thickness planer run, then you know that they move pretty slow. Try turning it around and feeding the other end. And try cutting a different piece with a different grain pattern. It's probably something simple, and you just need to experiment. It's definitly a good idea to keep the bit under the fence. Another idea is to make a smaller cut, say, half the thickness, and then reset and cut the rest. It takes longer, but the smaller cut will probably not allow chipping. Hopefully you can solve the problem and get back up to speed. Keep trying, as it's things like this that discourage some and get them to put things off for another day. DON'T WANNA DO THAT !!
