Mike,

How about taking a piece of PVC and wrapping it with saturated carbon fiber tape, in a pattern similar to a candycane or barber's pole. Wrap one direction on the way down, the other way back. Pull out the PVC when done. Make blades that have stubby shafts that can be slid into the ends of the shaft. Either turn down the end of this PVC pipe a bit on a lathe or go with next smaller size to wrap these stubby shafts on. 'Poxy together. QED
