Many years ago Paul MacCready built human powered airplanes that won all the prizes. The carbon fiber tubes for these planes were made by wrapping carbon fibers (prepreg, I think) around a thin aluminum tube. It was then wrapped with heat shrink tape and baked to cure the resins. The aluminum tubes were etched out with muriatic acid and the tape removed.

The aluminum tubes could be formed oval where the hands gip the paddle before wrapping with carbon fiber.

There is a lot of design experience out there. Engineers are always told to not reinvent the wheel!
