Don't really know too much about Kwajalein, but since you haven't gotten any other responses I'd be happy to tell you what little I do know. First off, the place is REALLY small, like a several minute bike ride from one end to the other lengthwise, and a several minute walk across it's width. I think the only people living there are either military personnel or people doing contract work for the military.
In one of my many other hobbies (ham radio) I talked to a guy on Kwajalein last year. He was working for a software company that builds missle guidance programs, spending about a year there with his family and really enjoying it.
But as a vacation spot I'm not sure it has too much to offer other than natural beauty. Kind of doubt there'd be any kayak outfitters, or many other commercial establishments (other than for the basic necessities of life).
Midway Island (also in the Pacific but not all that close to the Marshall Islands) may be another alternative. I think it's being spiffed up for tourism as the former military presence is being dismantled. It's also really, really small.
Frankly, Hawaii (Kauai) is exotic enough for me, close enough to paradise, and a lot easier to get to. But there are a lot of interesting islands out there to choose from. A web search would probably turn up lots more (and more accurate) information.
