I too have felt the absurdity of the Ohio bureaucracy. I've paid for the registration fees, got the stickers, numbers, and hull id tags, but I've yet to install them. I just can't bring myself to slap on those 3" numbers on the side of the hull. I do keep everything with me in case I run into an unsympathetic DNR officer. So far, so good. I'm sure I'll get stopped someday, unless I move to a watercraft-friendly state.
